Prior to becoming the AIG’s Executive Director in July 2018, Calvosa was Assistant Director for Fraud Prevention/Assistant Inspector General with the Office of Inspector General for the Port Authority of New York &amp; New Jersey (PA/OIG). Calvosa was responsible for managing the PA/OIG’s Fraud Prevention Program for each of the Port Authority’s large capital construction projects. From October 2007 to June 2018, Calvosa was responsible for managing the Fraud Prevention Program for the redevelopment of the World Trade Center site, which was critical to ensuring the integrity of contractors and vendors, and the prevention of waste, fraud, and abuse related to the redevelopment efforts at the WTC site.</p> <p>Under Calvosa’s leadership, the Fraud Prevention Program, which included the use of Integrity Monitors, was applied to other capital construction projects, such as the Goethals Bridge Replacement Project, the Bayonne Bridge – Raise the Roadway Project, Moynihan Station Redevelopment Project, Lincoln Tunnel Access Program, Hurricane Sandy Recovery Projects, the LaGuardia Airport Central Terminal Building Redevelopment Project and the Newark Liberty International Airport Terminal A Redevelopment Project.</p> <p>Prior to Calvosa joining the PA/OIG, he served as the Director of Fraud Prevention at the Lower Manhattan Construction Command Center from July 2005 to October 2007, and created their Fraud Prevention Program. From January 1982 to July 2005, Calvosa worked at the New York City Department of Investigation. He was Inspector General for the New York City Departments of Transportation, Design &amp; Construction, Small Business Services and Citywide Administrative Services. Before arriving to John Jay College, Dr. Eller was faculty at the Bush School of Public Service at Texas A&amp;M, served as the Associate Director of the Stephenson Disaster Management Institute at LSU, as the Department Chair and MPA Director at the University of North Carolina Pembroke, and most recently as faculty at the School of Public Health at WVU.</p> <p>Throughout his career, Dr. Eller has served as Editor of the <em>Policy Studies Journal</em> and <em>Risk, Hazards, and Crisis in Public Policy</em>.  His work has been funded by the Department of Homeland Security (DHS), the Department of Education (DoEd), the Federal Emergency Management Agency (FEMA), the National Science Foundation (NSF), the MacArthur Foundation, and various non-profit and public agencies. He is a military veteran with over 15 years of service in the U.S. Marine Corps and the National Guard. Throughout his professional career, he has acquired additional knowledge and experience in contract management, nonprofit management, public policy, and social and public administration. He holds his Master of Science in Social Administration from Columbia University and a Bachelor of Science in Social Work from Morgan State University. After completing his studies at Columbia, he provided program management at various non-profit organizations in the New York City metropolitan area. In May of 2018, he completed his Ph.D. in Public Administration and Public Affairs at Virginia Tech. At John Jay College, Henry teaches undergraduate courses in the Criminal Justice Management program and graduate courses in the Master of Public Administration program. His teaching portfolio covers topics related to the policy process, policy analysis, the evaluation of criminal justice programs and the foundations of public administration. He has taught as an Adjunct Professor at the University of Nebraska and Northwestern University. Dr. Shick has edited the book <em>Government Contracting, Routledge Press, 2016, </em>and is currently co-editing the book, <em>Human Services Contracting, Routledge Press,  forthcoming</em>. He has extensive experience in the public sector as a senior administrator in New York City government, working in: contracting-out of government services, financial and budget management, policy analysis, information technology, and intergovernmental and community relations. Dr. Shick’s research interests and publications are in the areas of privatization and the contracting-out of government services, nonprofit management, and organizational development. He serves on the editorial boards of the <em>Journal for Health and Human Services Administration</em> and the <em>Journal of Administrative Sciences</em>.
